remained at about 80%. The program’s low premiums and
high administrative efficiency have helped it meet its goals of
being “universal, convenient, affordable, easily accessible and
highly satisfactory” and also earned global recognition. Health
representatives from around the world visit the NHIA every
year to learn more about the program. There were 811 guests
from more than 30 countries who visited the NHIA in 2012,
and 558 guests from more than 20 countries had visited the
NHIAas of the end of November 2013.
From its inception, the NHI program, with the complete
support of themedical community and general public, has been
a pillar of stability in safeguarding personal health and safety
in the face of natural disasters, such as the 921 Earthquake
in 1999, the SARS outbreak in 2003 and Typhoon Morakot
in 2009. Yet, challenges remain. Faced with limited medical
resources and the growing needs of health care stakeholders,
