National Health Insurance
及偏遠地區民眾的醫療照護服務內涵,也
促成醫療院所公開醫療品質及財務報表資
訊。另考量矯正機關收容人的健康權,亦將
其納入健保。透過二代健保的實施,以「提
升品質、關懷弱勢、健保永續、國際標竿」
為願景,持續提供全體國民健全的醫療服
務,並落實「人人有保,就醫公平」的目標。

In the 18 years since the NHI system was founded on
March 1, 1995, the coverage rate has reached 99.9%, and 93%
of all health care facilities are now NHI-contracted, making
access to medical care convenient. The system subsidizes
NT$26 billion in premiums a year to help those who cannot
pay their bills and provide them medical security. These
and other measures assist more than 3 million people get
unobstructed access to the health care system. The NHI also
invested NT$4.22 million in 2012 to continue to provide and
upgrade medical services for the 420,000 residents of remote
parts of the country, and of every NT$100 spent on medical
care nationwide,, NT$27 went to the treatment of people with
catastrophic illnesses.
Through these efforts, average life expectancy in Taiwan
has increased from 74.5 years in 1994 to 79.15 years in 2011
(
with life expectancies of 76 years for men and 83 years for
