亦隨著衛生福利部的成立,正式揭牌更名為
衛生福利部中央健康保險署」,象徵全民
健保向前跨步再提升,邁向嶄新的新紀元。
健保過去面對多重挑戰,包括財務危
機、醫療資訊不夠透明、民眾參與度不足
及醫療資源浪費等,為此,藉由二代健保
修法提出多項改革措施,包括財務平衡的
收支連動機制、提升政府財務責任、加強
照顧弱勢族群、揭露醫療品質資訊及病床
數、公開財務報表,擴大民眾參與、落實
人人有保的多元支付制度等改革,確保健
保的永續經營。此外,更強化對弱勢族群
Taiwan’s National Health Insurance (NHI) system
entered a new era in 2013, highlighted by several important
milestones. Foremost among them was the official
implementation of second-generation National Health
Insurance on January 1, 2013. Then, on July 23, the Bureau of
National Health Insurance’s namewas changed to the “National
Health Insurance Administration” (NHIA) in step with the
creation of the Ministry of Health andWelfare. These changes
symbolize a new era for the NHI system.
The NHI system has faced several challenges in the past,
uneven levels of participation by the public and overutilization.
The revisions to the National Health InsuranceAct that created
the second-generation system introduced several reforms to
address these issues. Among them: setting up a mechanism
to balance revenues and expenditures; imposing more
responsibility on the government for the system’s finances;
enhancing care for the disadvantaged; encouraging providers
to disclose information on medical quality and hospital bed
vacancies; expanding public participation; and establishing

mechanism that automatically links revenues and expenditures,
an important step in ensuring the health insurance program’s
