B. Developing ElectronicMedical Records to Further
Computerize ExpenseAudits
The NHIA is creating an “NHI Intelligent Professional
Review System” to help promote the development of
electronic medical records and save the manpower, equipment
and materials needed to produce paper records and medical
images. By integrating different types of information necessary
for NHI audits, the system will enable medical experts to
conduct peer reviews online, enhancing the reviews’ quality
and efficiency and reducingmanpower and document copying
expenses. At the same time, a PACS (picture archiving and
communication system) has been built to move toward
replacing paper records in professional reviews. As it becomes
further developed, the PACS will one day enable NHI-
contracted organizations to transmit electronic files or digital
medical records among themselves to help with patient care or
to any of the NHIA’s regional divisions for the use of experts
in conducting their assessments.

二 ) 配合電子病歷執行費用審查電腦化
為配合電子病歷之推動，並為節省傳
統紙本病歷及醫療影像製作之人力、設備、
耗材及儲存空間等支出，整合運用各類型健
保審查所需資訊，便利審查醫藥專家查詢參
考，減少人工作業流程及紙張影印等成本，
提升專業審查品質及效率，健保署已開發
「
全民健康保險智慧型專業審查系統」，並
配合實施專業審查作業紙本病歷替代方案，
建置醫療影像傳輸系統（
PACS
），
健保特
約醫事服務機構可傳送病歷電子檔案資料
或電子病歷送審，健保署各分區業務組均
可配合受理，並進行專業審查作業。
