配合衛生福利部於臺灣健康醫療雲之

項子計畫

「
電子病歷雲端服務」及「醫療
雲端服務環境」，辦理下列重要業務：
(
一 ) 發展「健保雲端藥歷系統」
配合於
VPN
系統建置查詢資訊系統，
供醫院醫師、藥師等即時線上查詢參考，避
免醫師重複處方及病人重複用藥，健保署
積極建置以病人為中心之健保用藥資訊系
統，以提供醫院即時查詢及醫師處方參考。
該系統透過選擇有意願、理念相同、資訊
能力強的醫院合作；合作醫院可內部全部
單位辦理，亦可先選擇院內配合度高的科
別，或特定疾病（例如：高血壓、糖尿病、
高血脂）或特定處方類別辦理。查詢資訊
系統均保留所有查詢紀錄並建置查詢紀錄
檔案，供各項資安管理作業查核勾稽使用。
未來將於系統穩定運作後，擴大推展至基
層診所使用。
II. Supporting the ‘Health Cloud’ Plan
The NHIA is supporting two projects advocated by the
Ministry of Health and Welfare to develop a “Health Cloud”:
“
Cloud Services related to Electronic Medical Records” and
building a “Health Cloud Services Environment.” This support
has taken the following forms:
A. Developing an “NHI PharmaCloud System”
The NHIA is developing a patient-centered NHI
medication information system as part of its virtual private
network that will allow doctors and pharmacists to search
a patient’s medication history in real-time and help prevent
duplicated prescriptions. The system is being developed
in cooperation with interested hospitals that have strong
IT capabilities and share the idea behind the initiative.
Cooperating hospitals can incorporate all of their departments
into the system at once or begin with specific departments,
prescription categories or illnesses (such as hypertension,
diabetes and high blood lipids). The information system keeps
a record of each search in a file that can be checked in audits
conducted by information security managers. Once the system
is stabilized, it will be extended to clinics.
