日我國代表團參與第

WHA
時,邱部長文達針對大會主題「
How
to ensure the place of health in the next
generation of Global Development Goals
」
進行演說,與各國分享包含我國執行全民健保
及各項醫衛政策的進展及成就,並強調在面臨
現今全球衛生變遷與金融風暴等挑戰,我國也
積極進行包括提升政府財務責任,擴大保費費
基、確保保費負擔公平性、多元計酬支付方式
以及將受刑人納入健保系統以保障基本健康人
權、實施長期照護保險制度等重要衛生改革。

日本署更舉辦「
2013
臺
日韓全民健保研討會」,邀請與臺灣醫療體系
相近之日本及韓國等健保機構代表來臺討論,
研討會的三大議題為:「健保制度現況與前
瞻」、「偏遠及離島地區醫療」、「高齡化社
會對醫療費用的衝擊」,計有國內外健保相關
機關、團體、學者專家、醫療院所、藥界、民
間代表等

餘人齊聚一堂,分享健保施行
的難得經驗,希望透過三方交流借鏡,促使與
會國家的全民健保制度更臻健全。
On May 20, 2013, as the head of Taiwan’s delegation to
the 66th World Health Assembly, Health Minister Chiu Wen-
ta delivered a speech addressing the meeting’s main theme:
“
how to ensure the place of health in the next generation of
Global Development Goals.” The minister shared with the
assembly Taiwan’s progress and achievements in promoting
its NHI program and public health policies. He also stressed
that in the face of a changing global focus in public health,
financial crises, and other challenges, Taiwan has adopted
several reforms to safeguard the basic right of health care and
the long-term sustainability of the health care system. Among
them: making the government more responsible for the NHI-
system’s finances, broadening the premium base, ensuring
the fair distribution of the premium burden, introducing
pay-for-performance payment plans, and covering inmates
of correctional institutions under the NHI-program, and
implementing long-termcare insurance.
Less than two months later, on July 1, 2013, the
NHIA held the “2013 Taiwan-Japan-Korea National Health
Insurance Conference.” It invited health insurance officials
from Japan and South Korea, which have health care systems
similar to Taiwan’s, to explore three main issues: “the current
status of health insurance systems and their future prospects,”
“
health care delivery in remote areas,” and “the impact of
aging societies on medical expenditures.” More than 200
people, including scholars and representatives of health
insurance agencies, civic groups, medical institutions and
pharmaceutical associations, were in attendance and discussed
their NHI practices. The conference was held in the hope that
the participating countries could learn from each other and
strengthen the health care systems in their countries.
