對疾病弱勢族群照護
（
一）身心障礙者：
1.
健保署自
2002
年起施行「牙醫特
殊服務項目醫療服務試辦計畫」，
以醫療服務加成給付方式服務，鼓
勵醫師提供先天性唇顎裂患者及
特定身心障礙者。目前障別包括腦
性麻痺、植物人、智能障礙、自閉
症、染色體異常、中度以上精神障
礙、失智症、多重障礙及頑固性
（
難治型）癲癇等牙醫服務。
2. 2006
年起放寬可由各縣市牙醫師
公會或牙醫團體組成醫療團，定期
至身心障礙福利機構服務、支援未
設牙科之精神科醫院或有特殊需求
的啟智學校提供牙醫特殊巡迴醫療
服務。

日起，更進
一步針對特定身心障礙類別且符合
居家照護條件者，提供到宅服務。
Care for Medically Vulnerable Populations
A. People with disabilities:
1.
The NHIA launched a pilot program in 2002 offering
dental services to people with disabilities that remains
in effect to this day. The program offers higher
reimbursements to encourage dentists to provide dental
care to patients with congenital cleft lip and palate and
other groups with specified disabilities, including people
in a vegetative state and those afflicted with cerebral
palsy, intellectual disabilities, autism, chromosomal
abnormalities, moderate or severe mental disorders,
dementia, multiple impairments or intractable epilepsy.
2.
The NHIA eased regulations in 2006 allowing local
dentist associations or dentist groups to form dental
teams that visit organizations or facilities devoted to
caring for people with disabilities. The teams provide
dentists on a rotating basis to help psychiatric hospitals
without dental departments or special education schools
with special needs. Since July 1, 2011, dentists from the
teams have provided in-home dental services for people
with specified disabilities who also
require home care.
