四、最大化國際刑警組織在全球安全架構中的作 用（ Maximise INTERPOL ’ s role within the Global Security Architecture ） INTERPOL 力求使國際社會圍繞安全的共同 目標團結起來，並加強國際執法能力以實現安全 的目標。通過這些戰略夥伴關係，進一步鞏固對 全球執法領域的影響。 （一） Operation 是國際刑警組織和歐洲刑警組織之間的年 度合作，警察（ police ）、海關（ customs ）和 國家食品監管部門（ national food regulatory authorities ）合作，在市場上打擊偽劣不合格（ counterfeit and substandard ）食品及假酒飲料。 （二） Project CRIMJUST 與聯合國毒品和犯罪辦公室（ the United Nations Office on Drugs ）與國際刑事暨透明組 織（ Crime and Transparency International ） 合 作 執 行， 旨 在 加 強 犯 罪 調 查（ criminal investigation 與刑事司法（ criminal justice ）合 作。 五、整合資源與程序結構以提高組織運作績效 （ Consolidate resources and governance structures for enhanced operational performance ） 將繼續對該組織的結構（ structures ）與 流程（ processes ）進行現代化革新，以確保高 效率運作，並有效交付該組織的能力與任務。 INTERPOL 通過強大的監控與評估機制對透明性 和監督做出持續的承諾，致力於培訓與技能開發 （ training and skills development ），增強領導 能力並尋找最適合能力的人才。 依據國際刑警組織大會議事規則（ General Regulations of the international criminal police organization-INTERPOL ）第 8 條第 1 項規定： 「非會員之警察機關（ Police bodies which are not members of the Organization ）可接受邀請 以觀察員身份出席國際刑警組織全體大會」； 第 2 項規定觀察員的名單由執行委員會（ The Executive Committee ）提出，並應經邀請國批 准（ INTERPOL General Regulations, art. 8 ）， 我國曾於 105 年首度依本條規定，申請以觀察員 身分出席第 85 屆國際刑警組織全體大會（ The General Assembly ），結果遭到回函拒絕（外交 部 107 年第 295 號新聞稿）。 刑事雙月刊 CRIMINAL BIMONTHLY VOL.93 46
